The cause of most birthmarks is unknown. Most birthmarks are not inherited. Many folk tales and myths exist about the causes of birthmarks, but none of these stories have been proven to explain the true causes of birthmarks. Most vascular birthmarks are not due to difficulties or problems that happen to the mother during Pregnancy, nor are they inherited. Research is presently underway to identify the exact etiology of vascular birthmarks.
There are two major categories of birthmarks: pigmented and red.
Red birthmarks can range from tiny, pink dots to large, deep-red marks.
Pigmented birthmarks are areas of Skin where the color is different from the color of the rest of the Skin.

During treatment, short bursts of laser light are aimed at the birthmark in order to shrink it or cause it to stop growing. Multiple visits may be necessary to achieve optimal results. Laser therapy may also be used for hemangioma, however it is not used to treat cases where it is found on an internal organ, or deep within the Skin.
Surgery: This method is used when other non-surgical treatments have not worked. A hemangioma that is large, or found on an internal organ also requires surgery and general anesthesia.
Please note that sometimes, medication is enough to treat certain types of birthmarks and you should consult with a physician about which method will work best for your needs.

It sounds like a Port-Wine Stain which is a vascular malformation of capillary blood vessels in the deeper layers of the Skin. It typically starts out pink, but as the child matures, turns darker red or purple. Most often, a port-wine stain appears on the face and neck, but it can affect other areas of the body. The size of a port-wine stain can vary from very small to quite large.
This lesion is a permanent birthmark, which doesn't decrease in size over time. In fact, it usually develops an irregular, pebbled surface and some swelling as the child grows. These physical changes of the port-wine stain, along with its cosmetic appearance, can cause both medical problems and emotional stress for the child.
Laser therapy is the usual treatment of choice.
